Clay County is part of the State’s Rural Opportunity Zone (ROZ) which provides a couple of benefits to people moving here that are not available in more populated areas of the State.

For those not living in Clay County, the State of Kansas is providing financial incentive for your return through the ROZ student loan repayment program which can provide up to $15,000 in student loan repayments.  To be eligible for the student loan repayments, individuals must: establish residency in a ROZ county on or after August 19, 2013; hold at least an associate's degree; and have an outstanding student loan balance.  The program can pay a portion of your student loan balance up to a certain amount for qualified persons.  Further details and application for this program can be found on their website.

And for those not living in Kansas, the Rural Opportunity Zone (ROZ), offers Kansas income tax waivers for up to five years.  To be eligible for Kansas income tax waivers, individuals must have: established residency in a ROZ county on or after July 1, 2013; lived outside Kansas for five or more years directly prior; earned less than $10,000 in Kansas Source Income in each of the five years immediately prior to establishing residency; lived in Clay County during the entire taxable year for which the credit will be claimed; and cannot be delinquent in filing any tax return with or paying any tax due to the state of Kansas or any political subdivision.
